KNEEJERK cuts to higher education programs after the floods and the power of the independents to redirect spending as demonstrated by the youth allowance fracas have spooked a sector chronically fearful of cuts in the countdown to the May budget.

At the same time, legislative changes to uncap the supply of government places and so introduce the student demand-driven system next year still have to go through a fractious federal parliament.
